I think sometime in last 10 years KTM titles have changed. They used to have open titles.

I think the dealers can still get them through when new.

Not illegal. Obviously this is a MD thread, but FWIW....In PA, dealers can get a tag for euro bikes. They come with open titles. Your choice. I tagged my Freeride when I got new.
I also tagged an XR400 through PA's enhanced inspection. It's all above board, you just need to know what hoops to jump through.
