I would work on the cheapest part, choke knob. Cut it with a dremel tool to a "half moon" shape. Stick a long zip-tie around the stem, and pull the zip-tie to activate choke.

I had a similar issue when I put on the clarke tank. I could get the choke all the way out but it would be contacting the tank. I have an IMS now and no interference at all.
