Is there a legitimate reason PA doesnt like dirtbikes?

Am I wrong to think that quads/UTVs outnumber bikes by a large margin. Isnt letting bikes in just a drop in a bucket?

Explanation to me was as above...original law defined ohv as having three wheels or more. It’s never been changed. Also atv/snowmobiles pay fees. But it’s easy to have motors pay.
