Is it illegal in MD to mount a motorcycle license plate sideways? Phil? Anyone?

Technically yes, it is illegal to it mounted sideways (you mean turned 90 degrees from how it usually is?). It should be in an upright visable position.
However, since you really aren't riding it on the road, it shouldn't be a big deal.
Since you do have a valid motorcycle license, proper registration, good insurance. The worst thing they can do is write you a $40 ticket. Its not a moving violation, so there is no points. Or give you an equipment repair order, and I can sign that for you, so no big deal.
